Protocol .. What are the procedures for registering Windows OS on a second hand P.C?

Most of us at some point or other, have replaced a hard drive or acquired a second P.C with the operating system already installed. Is this pre-loaded software illegal and how do we go about registering with Microsoft if it’s not?

I think this Microsoft link will give you all the information you need to be in compliance with the Windows Genuine Advantage program. Particularly the FAQ section (left side of screen):

I would suggest you NOT run any validation scans until you’ve read all the information. The most common reason why a computer fails a validation scan is because the Product Key has been blocked by Microsoft . It was used to register another copy of the operating system (one key, one activation) or it was a Volume License Key issued to a manufacturer, repair shop, etc for use on multiple installs and that key was reported stolen, or the legitimate user exceeded the number of authorized installs.

Initially surfing in a wave were founded a Captain named Caption Cook. And then Caption observed how an islander was riding the surfboard merely for enjoying himself.
